I would be careful with any form of link exchange, if not done correctly you can hurt your overall rankings within the search engines.

Suggestion would be:

a decent Joint Venture with some interested party's
a little search engine optimisation for your own website.
a google local business listing

there are some more, but there above are free and easy to implement.

I can well see search engines would completely ignore such links, but why would it actually be harmful to the website...
