Energy saving Lights>> or not?...

I have been doing some tests over the last 2 years on these great money(Money saving?) bulbs, and wow my friends I have found little saving of money with them as yet.
The thing is with these great saving bulbs is that if you go into a room and turn them on and off often eg Bathroom, Garage, if you do not have them lit more than 1 hour your going to burn lots of electri, as they only save once struck up, the start up pf these lights will cost you more power than what an old type bulb would burn in 3 hours.
I am thinking we are being ripped off here yet again, and this is why the Government want to end normal bulb making, am I thinking they want to help power firms get even richer? or am I being cynical, well think about it, your power bills seemed to go much higher once you left those old bulbs out did it not? I put normal bulbs in my bathroom, sheds, garage and this month my electric reading went from 57 used, down to 44 uses on Normal, and from 33 used to 21 used on low meter, they were the lowest readings I have taken each month for 15 months.
So I will be pleased to hear your views on this, but I was hoping these new bulbs were going to cut my bill rather than make it higher than I want it to be.
