Are you sure it is being penalised... it could just be that the google algorithm doesn't treat your content as important for that search term as the other search engines; people tend to optimise for google more than the others!

I agree with Stephen. I don't think the site is penalised, because if it was it wouldn't be ranked at all, but google probably isn't convinced there is enough content on your site related to the term 'chiropractic software' in order for them to give you a higher ranking. | |

It may be because your new site is yet to develop a trust within Google. you will need to have the same number of quality links if not more pointing to your new site if you are to achieve the same rankings as the old one.
