How to approach driving schools and instructors?...

We've recently launched a business directory specialised for driving schools and instructors, which can be visited at http://www.find-driving-schools.co.uk However, it is struggling so far to reach our target clients. We've tried to contact some driving schools by phone, only found that most of driving instructors were caught in the middle of driving lessons and were unable to talk much.

We appreciate that most driving schools are solo traders and are unable to answer their phone during their work, thus make it even harder to approach them via phone than other small business.

Any suggestions on promoting services among small business like driving schools?
